美將啟動半導體供應鏈新調查 再盯中國

美國商務部將於2024年1月啟動一項半導體供應鏈新調查，再度瞄準中國對美構成的國家安全風險。（路透）

〔記者吳孟峰／綜合報導〕美國商務部將於2024年1月啟動一項新調查，持續為美國半導體供應鏈和國防工業基礎的能力和挑戰奠定基礎。調查的目的是確定美國公司如何採購當前世代和成熟製程的半導體（也稱為傳統晶片）。

調查分析將為美國政策提供訊息，以支持半導體供應鏈，促進傳統晶片生產的公平競爭環境，並減少中國構成的國家安全風險。

國務卿雷蒙多 （Gina Raimondo） 表示，傳統晶片對於支援電信、汽車和國防工業基礎等美國關鍵產業至關重要。解決外國政府威脅美國傳統晶片供應鏈的非市場行為事關國家安全。

在過去幾年中，美國已經看到中國擴大其公司傳統晶片生產，並使美國公司更難競爭的不公平做法。為消除這些擔憂，美國商務部正在採取積極措施，這項調查將為商務部提供所需的數據，為下一步建立強大、多樣化和有彈性的半導體供應鏈提供資訊。

商務部工業與安全局（BIS）將啟動這項調查，重點關注美國關鍵產業供應鏈中，有關中國製造的傳統晶片的使用和採購。

這項調查是回應本週發布的國會授權報告調查結果，該報告評估美國微電子工業基礎支持美國國防的能力。報告建議美國透過支持國內製造、組裝、測試和封裝能力、透過出口管制繼續保護美國技術，以及進一步評估潛在的非競爭性因素，促進美國半導體製造。
