美國設廠難搞定 三星也延後量產

環境許可、補貼緩慢 由明年下半年延至2025年

〔編譯盧永山／綜合報導〕彭博引述南韓《經濟日報》報導，繼台積電美國亞利桑那州廠量產時間延後，南韓電子巨擘三星電子宣布，德州泰勒市新晶圓廠的量產時間由明年下半年延至二○二五年，對致力於提高國產晶片供應的拜登政府而言又是另一打擊。

三星電子晶圓代工業務總裁崔時榮（Siyoung Choi）在舊金山舉行的產業活動中表示，其斥資一七○億美元在德州泰勒市興建的新晶圓廠，將在二○二五年開始量產；但三星電子二○二一年宣布這項投資計畫時宣稱，量產時間為二○二四下半年，該公司發言人坦言，現在無法證實量產時程。

台積電先前也表示，由於缺乏有經驗的建築工人和機台裝設技工，亞利桑那州新晶圓廠的量產時間將從二○二四年延至二○二五年。

拜登政府提高晶片自主 接連受挫

台積電和三星電子是全球前兩大晶圓代工廠商，其美國廠量產時間出現任何延宕，對美國總統拜登提高國產晶片的企圖，避免未來供應鏈再度出現中斷，都是一大挫折。二○二一年全球晶片短缺，導致全球企業出現數千億美元損失。

台積電和三星電子延後美國新廠量產時間，意味兩家公司的新廠要正式投產，可能要等到二○二四年十一月美國總統大選以後。

美國環境許可取得問題，加上拜登政府提供資金補貼的速度緩慢，一直困擾美國國內的晶片生產計畫。在拜登簽署「晶片法案」成為法律，美國聯邦政府將提撥一千億美元補貼半導體公司在美國設廠後，拜登政府迄今僅向英國航太業者BAE Systems的美國子公司撥出一筆三五○○萬美元建廠補貼。
