高雄市全國首檔政府綠色債券招標 利率1.27％、利息省30％

〔記者葛祐豪／高雄報導〕高市府發行全國第一個政府綠色債券，今天完成招標，吸引15家投資機構投標，最終8家得標，總計發行20億元，利率1.27％，利息節省幅度達30%；高雄市財政局強調，在不增加債務下，將進行捷運紅橘線計畫既有借款舉新還舊。

高雄市在通過淨零自治條例、及中央在高雄設立碳權交易所後，今年12月19日又傳來「綠色喜訊」，在財政局及捷運局共同努力下，申請獲得櫃買中心許可發行的政府綠色債券，創下全國政府單位發行綠色債券的首例。

高雄市財政局長陳勇勝說明，此次獲准發行總額20億元資格，將原本捷運紅橘線計畫既有借款，利用綠色債券利率固定、較低的特性，在不增加債務前提下，以較低成本資金，取代既有高利率銀行借款，讓資源不僅落實在低碳建設，又可減輕利息負擔。

高雄市綠色債券今天招標，市場反應熱烈，投單踴躍，共有15家投資機構投標，最終由8家得標，20億元分別由證券業及銀行業各拿下76.32%、23.68%。利率1.27％，利息節省幅度高達30%。

所謂「綠色債券」，與一般債券大致相同，但所募集的資金需全部用在綠色投資計畫 ，並通過櫃買中心的認定，範圍包含再生能源及能源科技發展、能源使用效率提升及節約能源、廢棄物回收處理或再利用、污染防治與控制、水資源節約等。
