新北市議會三讀通過「囤房稅」 9/1起生效

〔記者黃子暘／新北報導〕新北市「新北市房屋稅徵收率自治條例」（新北囤房稅）修正草案卡關市議會，成為本次議會臨時會焦點，民進黨市議員陳乃瑜提議將囤房稅修正草案調整為第一案討論後順利進入審議階段，二讀經藍、綠及無黨團結聯盟分享看法後逕付三讀，由副議長陳鴻源敲槌通過，宣布自9月1日起生效。
針對實施日期，市府稅捐稽徵處日前曾表示，將爭取在臨時會三讀通過後，配合房屋稅期追溯今年7月實施，市議會民進黨團今日表態主張支持市府版本，國民黨數名議員則主張要有緩衝，經商討後折衷決議從今年9月1日起實施，財政局長陳榮貴說明，明年度房屋稅新舊稅制合併計算，今年7、8月為舊稅制、今年9月至明年6月30日採新稅制。

此外，中央計畫推出「囤房稅2.0」，規劃稅率較高，陳榮貴說明，中央法令通過後，財政局會配合中央稅率區間再送修正版本至議會審議。
依據今日議會三讀通過版本，新北市未來3戶以下自住房屋稅率維持1.2%，第4戶起採差別稅率，1戶為1.5%、2戶為2.4%，3戶以上為3.6%。
