台美以色列合辦數位經濟工作坊 GCTF首次移師中東舉辦

〔記者呂伊萱／台北報導〕台灣、美國與以色列21日在GCTF架構下辦理工作坊，主題為「數位經濟趨勢下的機會及政策建議。此前，除了在台灣辦理，GCTF也曾在日本、聖露西亞、史瓦帝尼、印度、帛琉、捷克等國舉辦，此次在以色列舉辦實體活動則是GCTF首度在中東地區舉辦海外活動。

GCTF是台美雙方在2015年共同成立的「全球合作暨訓練架構」（Global Cooperation and Training Framework）），日本、澳洲陸續加入成為正式夥伴。GCTF近年不斷拓展議題領域和合作夥伴，包括公共衛生、能源安全、災害防救、執法合作、媒體識讀及婦女賦權等。

外交部今天表示，我駐以色列代表處、美國駐以色列大使館及以色列「台拉維夫大學跨域網路研究中心」（Blavatnik Interdisciplinary Cyber Research Center ICRC）於11月21日以實體及線上混合方式，共同舉辦GCTF「數位經濟趨勢下的機會及政策建議」國際工作坊。

外交部說明，活動由我駐以色列代表李雅萍、美國駐以色列大使館副館長Stephanie Hallett和特拉維夫大學跨域網路研究中心執行長Gili D-Heistein共同主持。目的在探討數位時代的挑戰及經濟轉型，藉由分享台、美、以在數位經濟領域的發展經驗及產業優勢，聚焦數位解決方案及供應鏈韌性議題。

與會人士方面，外交部指出，數位發展部產業署副署長林俊秀、美國國務院網路空間暨數位政策局雙邊及區域事務辦公室主任Mark Cullinane及ICRC中心主任Isaac Ben-等人分別發表專題演講，我國無任所大使暨數位經濟暨產業發展協會理事長陳正然、工研院資深副總胡竹生及陽明交通大學教授林盈達應邀擔任講者，另有以色列科技、產業及學研單位等學者專家參與簡報及與談。

外交部強調，GCTF這7年多來，已針對10多項新興議題舉辦55場國際工作坊，共計有全球逾100國、超過6000位官員、專家與公民代表參與相關訓練計畫。參與人數不斷增加、以及議題領域持續擴大，均顯示GCTF是成功平台，使理念相近國家得以就各項重要議題交換彼此經驗，更協助需要幫助的國家建構、培養面對挑戰的能力。未來台美日澳及所有理念相近國家，將持續共同透過GCTF對國際作出貢獻。
