中油籌錢提分年增資 曾文生：可考慮

〔記者林菁樺／台北報導〕中油、台電因國際燃料價格高漲，財務承受極大壓力。經濟部明年已讓台電增資1500億元，傳出中油也有意提出「分年增資計畫」，並從後年起爭取。經濟部次長曾文生今（15日）上午出席活動回應，尚未看到完整計畫，但財務上有需要，不論是政府資金挹注或增資等方式都會考慮。

受到烏俄戰爭影響，煤、天然氣等能源價格今年飆漲，台電除了在今年7月漲電價外，經濟部也同意讓台電增資1500億元，以緩解台電的財務壓力；中油也不斷吸收油價、氣價，避免民生物價波動，也導致今年將大虧，中油今年持續透過漲電業氣價來降低虧損。

除了台電有電網強韌計畫，中油也有同樣概念，需要建設不少天然氣接收站，以提升國內的天然氣安全天數，維持國內能源使用安全，不過財務面對大黑洞，中油內部規劃「分年增資計畫」。

曾文生今天被問及中油分年增資計畫，他表示，要等中油把具體計畫提出。曾文生說明，針對能源價格問題，能看到有些國家把民營的能源事業又重新國有化，而台灣也參考國際作法，不論是漲電價、政府資金挹注或是增資等，都是我國也有採取的相關作法，曾並強調，「可以發揮功能的東西，我們會一併做考慮」。

但中油是否已有口頭向經濟部報告相關規劃，他表示，中油增資要透過哪些管道、形式等細節都要詳細討論，目前尚未看到中油的完整計畫。
