美製藥商賺爛！美國新法將懲罰他們的荷包

〔財經頻道／綜合報導〕美國民主黨新提的《降低通膨法案》在日前獲得參眾兩院投票通過，法案內容包含降低處方藥價，簡言之就是擴張美國聯邦醫療保險（Medicare）的權力，讓美國政府得以就藥品跟藥商重新議價，並懲罰不遵守規則的製藥公司。

《CNBC》報導，美國衛生及公共服務部（DHHS）將獲得新執法權力，所有藥商公司若不遵守協議價格將面臨鉅額罰鍰，若違反條款將被罰100萬美元（約新台幣2958萬），若是提供虛假訊息則被罰1億美元（約新台幣29.6億）。

若1種藥物的價格上漲速度超過通膨速度，藥商必須向政府支付該藥物的實際營收與換算通膨後之間的所有差額。根據數據顯示，2020年美國醫保B部分和D部分花費最貴的藥物中，就有近25種漲價速度快於通膨。

2019年美國在處方藥上的人均花費超過1千美元（約新台幣2.9萬），接近其他高收入國家552美元（約新台幣1.6萬）的2倍，從2004年到2019年，美國在處方藥上的支出也大增69%，其他國家僅41%。

不過目前美國醫保主要只為65歲（含）以上的美國人或是特定殘障人士服務，因此對未滿65歲的民眾影響其實並不大，許多美國人仍須支付高昂的醫療費用。

美國銀行認為，該法案不會對該行業造成重大負面影響，不過美國藥物研究與製造商執行長Stephen Ubl則稱，該法案太過分了，會進一步阻礙新藥或療法的發展。
